Yes. There is no technical reason why two controllers can not share the same address.

Most of the time there are cheaper options than this, depending on how far apart the controllers are. If you have two of them side by side with the same address, and power is not an issue, consider purchasing extension cords instead. This isn't a cheap option, but it's more than likely less expensive than buying a second controller.
